The CaseTrust for Education scheme is designed specifically by CASE for the education industry in Singapore . The scheme aims to improve the confidence of international students and their families in the quality of education in Singapore . From 1 September 2005 , all PEOs that want to enrol international students will need to have CaseTrust for Education status.
The regulatory framework focuses on building trustworthiness, professionalism, as well as business and academic excellence. A PEO that achieves CaseTrust for Education is certified as an organisation has adopted the good practices for student protection and welfare practices.
A PEO that achieves CaseTrust for Education is certified as an organisation that possesses the foundation for good quality student welfare /protection practices and standards. The PEO will have the following mechanisms in place:

- Well-Defined Student Redress Practices and Systems
- Disclosure of the PEOs Commitment of Quality
- Well-Trained Personnel

In December 2004, the schools namely Creative Learning Centre, Harriet Business School ('HBS') and Harriet Teacher Training & Language School ('HTTL') have in place the Student Protection Scheme as stipulated by the Consumers Association of Singapore (CASE) (the "SPS") by way of a Student Tuition Fee Account (Escrow). Through this scheme, applicants and students' paid fees are protected in accordance with CASE-recommended standard contract, the Master Escrow Agreement signed by CASE and The Hongkong & Shanghai Banking Corporation, Limited and acceded to by Creative, HBS and HTTL.
Prior to enrolment, student or legal guardian signs the CASE-recommended Student Contract with Creative, HBS and HTTL and we adhere with full integrity the Refund Policy that is communicated in all of our marketing brochures and website.
The following sections contain details of the 3 schools : Creative Learning Centre, Harriet Business School ('HBS') and Harriet Teacher Training & Language School ('HTTL')

In compliance with the CASE guidelines, I declare the following for the 3 schools:
- Lecturer to student ratios are:
- English Language courses 1:15 [max]
- Other courses 1 to 20 average, maximum of 1 to 40
- Total capacity is 240 students
- 6 classrooms, seating capacity of 15 students each
- 2 lecture theatre seating capacity of up to 100 students
- Total number of full-time lecturers : 10 and Part-time Lecturers : 15

The Student Protection Scheme (SPS) serves to protect the students' fees in the event a Private Education Organization (PEO) is unable to continue operations due to insolvency, and/or regulatory closure. Furthermore, the SPS protects the student if the PEO fails to pay penalties or return fees to the student arising from judgments made against it by the Singapore courts. Creative, HBS and HTTL undertake a Student Protection Scheme as stipulated by the Consumers Association of Singapore (CASE) . This framework seeks to build trust and professionalism in the industry and will serve as a good communication tool for Creative, HBS and HTTL and our students.
Creative, HBS and HTTL have put in place the Student Protection Scheme as stipulated by the Consumers Association of Singapore (CASE) ('the 'SPS') by way of a Student Tuition Fee Account (Escow) with The Hong Kong and Shanghai Banking Corporation Limited (HSBC).
- All International Students will need to open a Student Tuition Fee Account (Escrow) with a Case-Endorsed Bank. For Payment into Escrow Account, cheques or Telegraphic Transfer should be made payable to:
- 'Creative Learning Centre Pte Ltd - SPS Escrow Account' and the Escrow account number is : 041-578246-001; or
- 'Harriet Business School - SPS Escrow Account' and the Escrow acccount number is : 041-578162-001; or
- 'Harriet Teacher Training & Language School - SPS Escrow Account' and the Escrow account account is : 041-578295-001

Students' feedback on service and course matters are important to help Creative, HBS and HTTL improve and accomplish its obligations to the students. We view feedback, both negative and positive ones, as building blocks to help us on our journey to service and education excellence.
We have put in place an open communications system to solicit your feedback. We value your feedback and will make every effort to address them. Your input will be taken seriously and we will keep you notified of the status and actions taken of your feedback.
Please be assured that all complaints and grievances forwarded will be treated with the strictest confidence .
Upon receipt of a complaint or grievance, we will observe the following procedures:
- Respond to you within two (2) working days , including a planned resolution time frame.
- Initiate our investigation and conduct interviews for verification if necessary
- You will receive a written response within seven (7) working days from the date of the feedback on our follow up actions.
- We will try our very best to resolve the complaint or grievance within a maximum of twenty-one (21) working days from the date of the complaint or grievance.
- In the event that the Student and the School are unable to resolve the dispute in accordance with the grievance procedure above, the Student and the school shall refer the dispute to the CASE Mediation Centre for mediation prior to instituting any legal action or proceedings.
- The Student and the school hereby agree to such procedures and to pay such fees as the CASE Mediation Centre may prescribe from time to time for the purpose of resolving their dispute.

Course Transfer/Deferment Policy
Should students decide to transfer/defer from
one course to another course for whatsoever reason, he/she is
required to submit a letter of transfer/deferment indicating the
description of the transfer/deferment to the Operations Office.
For
students who are under SDF / NTUC/ Surrogate Employer (AMP / CDAC/
Eurasian Association / Mendaki/ SINDA) – sponsored schemes, they are
required to seek approval from the sponsoring body before the
transfer/deferment can be done.
This policy is applicable to all courses.
All
request of transfer/deferment are subject to the approval by the
school management and availability of place in the program.
7 working days of processing time is required upon submission
of written request. Written reply will
be given to the students. Only 2 transfer/deferment is allowed and
subject to approval from authority bodies where required

Top-up of the course fee is required, if
applicable, within 7 days from the date of approval from the school
regardless of the commencement date of the course that student
wishes to transfer/defer to.
Student pass holders are required to surrender
their existing passes to Immigration and Checkpoint Authority and
re-apply for new course if they were to transfer/defer to another
course within the school. Withdrawal/Refund policy applies if they
were to transfer out of school.
In any case, registration fee and student pass
processing fee are non-transferable and non refundable.

Withdrawal & Refund
Policy

All applications for withdrawal/refund must be communicated in writing and must be accompanied by the required documentary evidence. Any refund approved will only be paid to the applicant and made in Singapore Dollars within 14 days of notification of withdrawal.

Withdrawal for Cause: Subject to
Force Majeure, the Student shall be entitled to immediately withdraw from the Course by giving written notice to the school of his/her intention to do so under the following circumstances:
- the school fails, for any reason, to commence the Course on the Commencement Date;
- the school fails, for any reason, to complete the Course by the Completion Date;
- the school terminates the Course for any reason prior to the completion of the Course; or
- the school is in material breach of its obligations under this Agreement
- The international applicant is unable to obtain a visa from Immigration & Checkpoints Authority to enter Singapore
- Withdrawal Without Cause and Refunds: Where the Student withdraws from the Course (transfer within the PEO but to a different course programme; transfer out of the PEO to another PEO; deferment cases; and withdrawal from the course) the school shall, as soon as practicable after receiving the Student’s written notice of withdrawal (and in any event no more than fourteen (14) working days after receiving such notice) refund to the Student the entitled amount based on the agreement specified in the Standard Student Contract / Website / Marketing Communications Materials

Students should submit their withdrawal/deferment requests in writing to the Student Services Manager (Student Administration).
- All approved refunds (after deduction of an admin fee of S$80) shall be made within one month from the date of a letter of approval sent to the student
- The school reserves the right to cancel the programme due to unforeseen circumstances.
- In the event that the school decides to terminate and stop offering the programme prior to the commencement date, full refund of the amount paid except for registration fee will be made to the applicant.
- All classes will be confirmed if there is sufficient number of participants.

Creative, HBS and HTTL is committed to ensure the privacy and security of personal information by introducing appropriate practices and procedures.
All personal information collected will be used mainly for evaluating your application, for internal business and administrative purposes which includes billing, program and service offerings, updating your records, notifying of upcoming events and customer service.
Creative, HBS and HTTL will restrict access for personal information to authorised Creative, HBS and HTTL personnel and/or partner Universities and/or Colleges and external agencies on a need to know basis according to what Creative, HBS and HTTL Registrar's Office determines to be official and educational interest. Personal Information means personally identifiable student information received from the student or arising in the course of the student's time in Creative, HBS and HTTL.
Creative, HBS and HTTL will disclose personal information to external parties in the following cases -
- Ministry of Education requests of information;
- Data sharing with Government agencies or statutory bodies or non-government agencies authorized to carry out specific Government services, in order to provide more effective and efficient services to a student;
- When it is customary to release or publish information by Universities or Colleges or other educational Institutions, including but not limited to prizes, medals, scholarships, classes of honours and other marks of distinction, and student or graduation status;
Besides official and educational interest, w hen the school wishes to use students' particulars for purposes other than internal marketing and billing, we make this known to the student before obtaining their particulars and obtain the consent of the student using Consent Form For Using Students' Particulars .
Creative, HBS and HTTL will retain a student's personal information only as necessary for the effective delivery of services to the student.
This Policy is subject to revision at the discretion of Creative, HBS and HTTL from time to time and is subject to any applicable law mandating or otherwise requiring disclosure.

Creative, HBS and HTTL provides assistance with application for student passes.
Foreign students who come to Singapore to study full-time need to have a Student Pass issued by Immigration and Checkpoints Authority (ICA) of Singapore.
The forms you need to apply for a student pass are issued when you register.
New applications must be submitted at least two months before your course begins. Applicants are not required to be present in Singapore while their applications are being processed.
Students who have to process their student passes in their own countries (i.e., China ) need to allow three to six months.
Foreign students who have registered for a course of study must submit the following documents to Creative, HBS and HTTL at least 2 months before the commencement of the course:
- Photocopy of passport
- Birth certificate, original and English Version (notarized)
- Highest school certificate, original and English Version (notarized)
- School Report Book, original and English version (notarized)
- Financial Statement (translated and notarized)
